Information disclosure and dynamic climate agreements: Shall the IPCC reveal it all?

This paper examines the role of public information communication in dynamic self-enforcing climate agreements. We consider a framework with implicit contracts but also coalition formation context. In stochastic game, where social cost Greenhouse Gasses (GHG) is an unknown random variable, sender, such as Intergovernmental Panel on Climate Change (IPCC), controls release verifiable about state variable to countries. The equilibrium strategy IPCC takes threshold form, above which reveals all available, even if it hurts prospect approaching socially optimum level emissions. case remains silent, below threshold, vanishes sender gets perfectly informed underlying cost.
